Capital Improvement Plan (CIP)

The Capital Improvement Plan (“CIP”) is a five-year plan for the physical development of District sites, which include, but are not limited to parks, facilities, and fire stations. The 2021-2026 Capital Improvement Plan encompasses projects from the entire District, which historically were managed separately within each department. This document is the District’s first inclusive capital project planning tool which reflects the needs of the entire District. It is an important planning tool for future sites and the renovation of existing sites. The CIP also outlines project workload, identifies funding sources and establishes project priorities. The CIP is updated annually, coinciding with the budget process.

Park Planning Process

Cosumnes Community Services District follows a 10-step process to plan, design and construct park projects. Timelines can vary depending on project complexity, environmental issues, public agency approvals and weather. On average, the process takes:

  • 2 years and 3 months to complete a small park project.
  • 3 years and 6 months for larger park projects.

Park Design Principles

The planning and design of parks within the District is guided by a Parks and Recreation Master Plan, which was prepared in 2018 and approved by both the Cosumnes CSD Board of Directors and the Elk Grove City Council.
