Planning & Design
Cosumnes CSD is responsible for the planning, design, development, management, and improvement of all District facilities, including fire facilities, community centers, parks, and trails. We are also responsible for the ongoing maintenance of these facilities throughout the Elk Grove community.
We develop and implement the District’s Capital Improvement Plan (CIP) annually, which outlines a five-year plan for future development and improvement of District facilities.

CAPITAL IMPROVEMENT PLAN (CIP)
The Capital Improvement Plan (PDF) is a five-year plan for the future development of District sites, which include, but are not limited to, parks, community centers, and fire stations.
The Capital Improvement Plan:
- encompasses projects from the entire District.
- is an inclusive document that reflects the needs of the entire District.
- is an important planning tool for new construction, as well as the renovation of existing amenities.
- identifies funding sources.
- establishes project priorities.
- is updated annually, coinciding with the budget process.

PARK PLANNING PROCESS
Cosumnes CSD follows a six-step Park Planning Process (PDF) to plan, design, and construct park projects.
The Park Planning Process includes:

How long does it take to build a park?
Timelines can vary depending on project complexity, environmental issues, public agency approvals, and weather. On average, the process can take 2 years and 6 months to complete a small park project and 3 years and 6 months for larger park projects.
Park Design Principles
Cosumnes CSD's planning and design of parks are guided by a Parks and Recreation Master Plan, which was prepared in 2018 and approved by both the Cosumnes CSD Board of Directors and the Elk Grove City Council.
