About the General Manager

Phillip Lewis has served the Cosumnes Community Services District since 2020. In May 2023, the Board of Directors unanimously voted to appoint him as General Manager, the Chief Executive Officer of the District. Phillip is a collaborative leader who demonstrates reliability and authenticity to create results. He has a successful history of being a thoughtful organizer of sustainable systems that provide for strategic positive, substantial and purposeful growth benefiting individuals, organizations, and communities.

Background

Prior to Cosumnes CSD, Phillip served as Director of Parks and Recreation for the City of Rocklin, Community Services Director with the City of Oregon City, Executive Director for the Northern Wasco County Parks and Recreation District, and multiple positions with the City of Portland’s Parks Bureau. He holds a master’s degree in Parks, Recreation, and Tourism from North Carolina State University and holds certification as a Parks and Recreation Professional from the National Recreation and Parks Association. Lewis lives in Elk Grove with his wife and four children.
