Inclusion and Accessibility

The Cosumnes Community Services District is committed to making its facilities, programs and parks inclusive and accessible to all patrons and visitors. This is an ongoing commitment intended to meet the needs of individuals with disabilities. 

Parks & Facilities

Most of the Parks and Recreation Facilities are barrier free and accessible. We strive to place accessible picnic tables, benches and drinking fountains in strategic, and high use locations so all visitors can enjoy our most popular facilities.

Playgrounds

Most Cosumnes CSD playgrounds are accessible and many have inclusive amenities. Cosumnes CSD features two universal playgrounds - Kloss Park and Baker Park. Newer Cosumnes CSD playgrounds have specially designed inclusive features that enable barrier-free play.

Facilities

All swimming pools either have a portable lift, easy access stairs, a zero-depth ramp, or a combination of these amenities. The Emerald Lakes Golf Course has an ADA golf cart for use. 

Public Meetings

Adaptive Programs

Cosumnes CSD’s Recreation ADventures (RAD) program offers recreation activities for participants with disabilities. Adaptive recreation is not intended to replace or prevent participation in inclusive recreation settings.

In accordance with the Americans with Disabilities Act (ADA), the Cosumnes CSD wants to ensure that all individuals have access to Cosumnes CSD programs. Staff are committed to promote positive participation and a quality experience by providing reasonable accommodations for individuals with disabilities upon request. Inclusive Programs

Through inclusive programs, Cosumnes CSD provides opportunities for people with and without disabilities to participate in recreation programs in the least restrictive setting possible, while promoting a sense of community and enhancing quality of life.

Cosumnes CSD views inclusion as the process by which a participant with a disability is able to participate successfully in a recreation program or service with or without reasonable accommodations and/or auxiliary aids or services to enable meaningful communication.

Service Animals

Under the ADA, service animals are dogs that are individually trained to do work or perform tasks for a person with a disability. Service animals are working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person’s disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA. 

Cosumnes CSD welcomes persons with disabilities who are accompanied by service animals within Cosumnes CSD facilities, parks, playgrounds, and activities. No identification or special tags are required. Under the ADA, service animals must be harnessed, leashed, or tethered, unless these devices interfere with the service animal’s work or the individual’s disability prevents using these devices. In that case, the individual must maintain control of the animal through voice, signal, or other effective controls. If a service animal becomes disruptive, a Cosumnes CSD staff person may ask that the service animal be removed. Cosumnes CSD will consider the use of miniature horses as service animals on a case-by-case basis.

Miniature Horses May Not Be Permitted In Certain Facilities

While we strive to allow service animals, including miniature horses in all areas where the general public is permitted, some facilities may not be able to safely accommodate a miniature horse due to the horse’s type, size, and weight; or legitimate safety concern for the safe operation of the facility. 

Website Accessibility

Section 508 of the Rehabilitation Act (29 U.S.C. § 794d) requires that Federal agencies’ electronic and information technology is accessible to people with disabilities. 

The Cosumnes CSD website has been certified with an Accessibility Certification from AudioEye. The website has been enhanced and optimized to conform to the informative guidance provided by WCAG 2.0 Level AA Success Criteria. The website achieved certification by completing automated and manual testing and optimization for Assistive Technology users. The website will receive regular testing to maintain optimal accessibility and usability for all users.
